Re: Island Annexation of Unincorporated Territory – Gregory Heights Area - Revised
Dear Property Owner:
On December 28, 2004, the Board of Commissioners for Southwest Suburban Sewer District adopted Resolution 2004-36, declaring its intent to annex the remainder of the unincorporated territory located in the Gregory Heights area. See the attached map and legal description which identifies the proposed annexation area. Pursuant to RCW 57.24.170, unincorporated territory may be considered for annexation if the proposed area is less than 100 acres in size and the boundaries of the area to be annexed are at least 80% contiguous to the boundaries of the annexing district. In this case, the size of the proposed annexation area is 65.08 acres and 100% of the area’s boundaries are contiguous to the District’s boundaries. This type of annexation is often referred to as an “island annexation” because the unincorporated territory sits as an island within the otherwise fully incorporated area of a district.
Property owners often have questions regarding the nature and effect of the proposed annexations. In that regard, you should be aware of the fact that the District currently provides sewer service to approximately 36% of the parcels of real property located in the proposed annexation area. Further, annexation to the District does not automatically bring sewer service to your neighborhood, nor will property owners within the proposed annexation area have to pay for the cost of the annexation. If the subject area is annexed into the District, property owners within the proposed annexation area will be able to vote on sewer district issues and run for sewer district Commissioner.
The cost of processing an annexation is approximately $10,000. Rather than undertake several smaller annexations in the area, the District has decided to process one large annexation for the remaining area in order to save on significant costs to its ratepayers.
A hearing regarding the proposed annexation is scheduled for March 1, 2005, at 6:00 p.m. The hearing will be held in the conference room at the District office.

Sincerely,
SOUTHWEST SUBURBAN SEWER DISTRICT

Senior Inspector
